The process of forming the system involved the identification and definition of professional profiles, specifying what are the capacities that are associated with each one. The occupations were then grouped into professional families, helping to define generic skills transferable from one occupation to another.
For the development of the training, curricular bases, criteria and organization of the training process had to be established that each participant must go through to develop the capacities of the professional profile. Competency standards are the documents that specify the performance criteria and evidence for each competency, and are a key input for the design of the training and for the certification process.
